Frequently Asked Questions For The Boating Safety Education Requirements
I was born on or after Jan. 1, 1988, and want to operate a boat in Florida. Do I need a license?
In order to operate a motorboat of ten horsepower or greater, Florida law requires anyone who was born on or after Jan. 1, 1988 to successfully complete an approved boating safety course and obtain a Boating Safety Education Identification Card issued by the FWC.
Florida does not have a “boating license.” The Boating Safety Education Identification Card is proof of successful completion of the educational requirements and is valid for life.
I’ve heard there were some changes in the law regarding the requirements to operate a boat in Florida. What were the changes?
Effective Jan. 1, 2010, boat operators who were born on or after Jan. 1, 1988, must have a Florida Boating Safety Education Identification Card to operate a motorboat with 10 horsepower or more. The requirement to take an approved boating safety course and to obtain an FWC-issued identification card did not change, but the age threshold for the educational requirements is now be based on whether or not you were born on or after Jan. 1, 1988.
- The new law also created an exemption from the educational requirements for an operator if he or she is operating a vessel within 90 days after the purchase of that vessel and has available for inspection aboard that vessel a bill of sale meeting all the requirements as established in Chapter 328.46, Florida Statutes.
Do You Need A License To Drive A Boat In North Carolina
Any person born after January 1, 1988 must take an education course to be awarded boating privileges. Residents born before this date are exempt from these requirements. In North Carolina, all residents 14 years of age or older must take boaters safety courses to drive personalized watercraft .
However, drivers older than 14 may operate water vessels without taking an education course if they are under a valid supervisor. Renewing And Replacing An American Boating License
In states that require a license or boater safety card, it is usually required that the boater keep proof of meeting state requirements with him or her at all times when operating a water vessel. As a result, drivers who have somehow lost or destroyed their boating license must immediately apply for a replacement through the necessary channels.
Certain states require drivers to apply for a duplicate from the state government, while other states direct drivers to request a duplicate directly from the course provider. In most cases, requests for duplicate licenses must be accompanied by the appropriate fee to be correctly processed.
Do boating licenses expire at any point? Whether a boat certification expires or not depends on the type of license or education card the driver has. States that only require a boaters safety certificate do not usually have expiration dates on their permits and allow drivers to operate water vessels without worrying about renewal procedures. This is true for boat operators in Vermont, for example. States that require drivers to be official licenses to operate a boat may have expiration dates.

What Information Do You Need To Register A Kayak
Researching your states boat registration requirements should be your first step, as the information needed for registering a kayak may vary throughout the US. Generally speaking, though, it wouldnt hurt to gather the following before starting the application process:
- The length of the kayak
- Make and model of the kayak
- Type of propulsion used
- Bill of sale and manufacturers certificate of origin
Getting all the info and supporting documents is probably the most time-consuming and sometimes, nerve-racking step in the process.
But its mostly smooth sailing from there the actual process of registering your kayak is surprisingly straightforward:
- Complete the application form
- Provide proof of ownership, including bill of sale, certification of title, and manufacturers statement of origin
- Pay the registration fee
Thats pretty much it!
In most states, kayak registration is handled through the Department of Motor Vehicles or DMV. However, its not uncommon for the Department of Fish and Game, Department of Natural Resources, and the Department of Licensing and in some states, the Department of Finance to deal with boat registration.
When in doubt, check with the local government and dont expect anyone to bend the rules for you. If you dont submit the right paperwork and required information, you cant expect your application to be successful or your registration to be issued.

The Boating Safety Certification Card
The Boating Safety Certification Card is proof that you have successfully completed all state-mandated boater education requirements.
Vessel operators who are required to have a Boating Safety Certification Card must carry their card on board the vessel and have it available for inspection by enforcement officers.
What Is Kayak Registration
Kayak registration essentially means that your kayak can be used. If your kayak must be registered then you cannot launch your kayak on public waters without it well, at least not legally.
Think of it as similar to vehicle registration:
Your car has its license plate, sticker , and registration, and your boat does, too.
All registered kayaks navigating public waters have to be numbered appropriately, have a current state sticker , and have the registration card or certificate of number on board as proof of registration.
On that note, by numbered appropriately, I mean:
- They should be written in capital letters and measure at least three inches in height
- Spaces and hyphens should be included between numerals and letters
- The color used for the numbers should contrast the hulls color
If you fail to meet these requirements or have the necessary documents on board and you get caught in public waters its highly likely that youll end up with a ticket.
Another similarity between cars and boats that should be mentioned here is the boat title. This legal document acts as proof of ownership which the actual boat registration does not and is a one-time purchase by the kayaks current owner.

Is The Pleasure Craft Licence And The Pleasure Craft Operator Card The Same Thing
The pleasure craft operator card is sometimes referred to as a licence, but the two are not the same. The pleasure craft licence provides each vessel with a licence number. The pleasure craft operator card is a form of proof that pleasure craft operators must carry to demonstrate their competency to operate a pleasure craft.
The card is the most common proof of competency. However, boaters can also demonstrate competency if they:
- can prove they successfully completed a boating safety course in Canada before April 1, 1999 or
- have completed a rental boat safety checklist for boat renters.
