I Just Bought A Used Pleasure Craft How Do I Transfer The Licence To My Name
Modifications to the Small Vessel Regulations, s. 103 have changed the Pleasure Craft Licensing process:
- 103. A pleasure craft that is the subject of a transfer of ownership may be operated until the day on which the new owner of the pleasure craft receives a transferred licence, up to a maximum of 90 days from the day of the transfer of ownership, if documents are carried on board confirming the name and address of the new owner and the date of the transfer of ownership.
To transfer a Canadian licensed pleasure craft to your name, you have two options in submitting your request – You can request a request for the transfer of the pleasure craft licence number online through the Pleasure Craft Electronic Licensing System , or you can submit your “Application for a Pleasure Craft Licence” form, by post.
Titling The Boat In Your Name
Under Missouri law, all privately owned motorboats, as well as sailboats over 12 feet long, must be titled and registered. You will have 60 days from the day you buy the boat to obtain a title in your own name. Fill out Form 93, titled Application for Missouri Boat/Vessel or Outboard Motor Title And Registration.
Form 93 requires you to input identifying information about yourself, the vessel and any lienholders. Then you must date and sign the form under penalty of perjury. This means you are certifying that the information is true and correct to the best of your knowledge.
You will submit the signed application to a Missouri license office. You’ll also need to submit a few other documents to prove that you bought the boat. These include: the prior owner’s certificate of title signed by her to assign ownership to you.
You also must submit proof that you paid personal property tax on the boat, unless it is exempt. This could be a paid personal property tax receipt listing the boat or a letter from the county tax collector stating that the taxes have been paid. Alternatively, if the boat is exempt, you must submit a statement of non-assessment from the county tax collector or assessor. If liens were released as a part of the sale, submit a notarized lien release as well.

What Registration Means
Registration means that a motorized boat can be used. Without it, it cannot legally be put on the water. An owner registering a boat for the first time in Arizona is always issued three things:
- A certificate of number
- An AZ Number

Certificate of Number
This document shows that a motorized watercraft has been registered in the name of the owner. The certificate must be on the watercraft any time it is in use on the waters of Arizona . In effect, a motorized watercraft cannot be used if it is not registered.
The AZ number is a set of numbers prefixed by the letters AZ, which the owner must paint or otherwise affix to the forward half of the boat on each side. In concept, they are like having license plates on your car. A motorized boat cannot be used without displaying the AZ numbers unless it is a new boat with a temporary registration issued by a watercraft dealer.
Two decals are issued when the boat is first registered and annually thereafter, when the registration is renewed. The owner must affix these to both sides of the boat in front of the AZ numbers. They prove that the boat is currently registered. See the example below for correct location:

Applying For Vessel Registration
Applications for vessel registration are to be filed with the county tax collector or license plate agent. When applying for registration, the owner must establish proof of ownership by submitting an executed bill of sale, a builders contract, a manufacturers statement of origin, a federal marine document or another document acceptable to the FLHSMV. If the vessel is required to be titled, the title must be issued prior to the issuance of the registration.
What Is A Dealer Or Demonstration Licence
A dealer or demonstration licence is a pleasure craft licence used for demonstration purposes only. This type of licence does not apply to any one pleasure craft. A boat dealer applies for a dealer or demonstration licence to use it on any of the unlicensed pleasure craft in the dealer’s name. Dealers must not paint the licence number on any pleasure craft, since pleasure craft owners must apply for another licence number once they purchase the pleasure craft.
Requests for a dealer or demonstration licence can only be submitted by post. Requests sent in by fax will not be processed.

What Information Should You Include
When you write a bill of sale for a boat, its important to be specific. Use as much detail as possible, so both you and the buyer are clear about the agreement before signing on the dotted line. Youll want to include at least the following information:
- The names, ID information , and contact details for both the buyer and the seller
- The boats information, including VIN, make, model, year, and registration number
- The price of the boat

Some states require the buyer and seller to sign in the presence of a notary public for the form to be valid. If your state doesnt require boat bills of sale to be notarized, its still a good idea to have another adult witness the sale in case a dispute arises.

Fill In The Selling Price And Payment Method
Before meeting to complete the sale, the buyer and seller should agree on a price and payment method. The buyer will need to pay sales tax when registering their new boat, but you might choose to split or cover the cost of sales tax by deducting the applicable taxes from the selling price.
If the boat is a gift, simply fill out your relationship to the recipient and the total value of the boat and other items included in the transfer.
Hull Number Correction Information
The U.S. Coast Guard has mandated that all registered vessels in the State of Tennessee provide a properly formatted Hull Identification Number to TWRA.
The Hull Identification Number is a 12 character serial number that uniquely identifies a boat and is formatted according to US Coast Guard standards. The HIN is similar to the VIN on a car. Vessels manufactured or imported before 1973 are EXEMPT because they often do not have a HIN. All boats manufactured or imported after 1972, must have a HIN, and this HIN must be identified during the boat registration process. HIN numbers are typically located:
- On sport and fishing boats, they can be found on the back right outside corner.
- On pontoons, they can be found on the right side of the frame above the pontoon, but below the deck.
- On personal watercraft, they can be found under the seat as well as on the lip of the footrest.
If you are unable to locate the HIN number in any of these locations, photos of these areas of the vessel will be required.
Customers with an invalid HIN may renew their boats but within the next three years, our system may decline these renewals and any new owner applications in order to comply with the Agencys Coast Guard deadline.
It is imperative to correct these numbers in the system before that deadline.

What Is A Pleasure Craft
A pleasure craft is a vessel that is used for recreation and does not carry passengers. It is a vessel of a prescribed class under the Canada Shipping Act, 2001.
NOTE: For the purposes of this definition, a “passenger” is a person who has paid a fee to be transported in a commercial vessel. A “guest” does not need to pay a fee.

How Do I Get A Hull Identification Number
- Boat owners should use every effort to determine if a boat has an existing HIN or resolve problems with a HIN for use in the registration process.
- A HIN is required for boats manufactured after November 1, 1972. If the HIN is unavailable and unknown, the boat owner must first contact the boat manufacturer to obtain a replacement HIN .
- If the HIN is known but the plate is missing or the HIN not inscribed on the boat, the boat owner is responsible for permanently affixing the HIN to the boat.
- If the HIN is an improper format, the applicant will be asked to electronically upload or send a picture or pencil tracing of the HIN to DNR for verification and further instruction.
- If the manufacturer is out of business or will not assist the boat owner, a DNR HIN Inspection is necessary.
