A Bill of Sale for a boat must have adequate information to positively link the BOS to the boat, similar to the example WRD BOS.
Owners of Georgia registered boats must notify the Department, in writing, of sale or transfer, theft or recovery, or destruction or abandonment of a boat within 15 days.
The following should be on the BOS:
- GA or Other State Registration Number
- HIN #
- Hull Material
- Sellers and Buyers Signature
It is a judgment call whether WRD believes the BOS received is adequate to link the vessel to the BOS in a reasonably sufficient manner, or whether other documents such as a transferred title, a manufacturers statement of origin, or other information supports the submitted BOS. A BOS does not have to be witnessed OR notarized, although this is acceptable.
If it is determined that a BOS is not available at all or is not adequate, the customer should obtain an adequate BOS. If a BOS cannot be obtained, the Affidavit of Vessel Ownership process may be completed.
Check Boat History Before You Buy
In the state of South Carolina, the law requires all motorized boats and watercraft, except exempted vessels, sailboats, and all outboard motors five horsepower and greater to be titled. By law we must have your completed application and other required documents, which vary by purchase or selling situation, to title and register your boat and/or motor.
If you are selling a boat and/or motor in South Carolina:
You must be the titled owner. If you are not listed as the owner of the title, you must complete the application process with SCDNR prior to the sale.

Starting July 2013, Georgia residents who have a boat registered with the state can fish on their birthday as part of their boat registration fee.
Its a one-day bonus for the states some 300,000 resident boat owners. This offer from the Georgia Department of Natural Resources also covers use of some DNR shooting ranges, plus some other sporting privileges. To take advantage of it, boat owners just have to get outdoors.

Boat owners must carry a Georgia ID, such as a drivers license, and their plastic vessel registration card to show proof of a valid vessel registration. Activities like mountain trout fishing and big-game and migratory bird hunting require additional paid licenses. Saltwater fishing requires an additional free permit.

Boats Bought From Dealers
If you bought your vessel from a dealer, most of the registration process will be completed at the dealership. You will need:
- A boat registration application, provided by the dealer.
- The dealer will need to stamp your application as proof of sales tax paid.
Then, you can submit the above items:
- In person OR by mail to the address on the boat registration application.
- Online by uploading your application to the TWRA’s registration portal.
Registering Your Boat In Ohio
Registrations are required for every recreational boat in Ohio, including powerboats, sailboats, canoes, kayaks, pedal boats, and inflatable boats. NOTE: Kiteboards, paddleboards, and belly boats do NOT have to be registered as boats in Ohio.
Boat registrations are good for three years and expire on March 1. There is no late fee for renewing after March 1.

Boat Is Registered In Georgia
Seller should give the buyer a signed and detailed bill of sale and the Georgia boat registration card. The bill of sale must contain sufficient information to identify the boat, such as hull identification number, year, make, model, Georgia boat registration number, etc.
Buyer should obtain the detailed bill of sale and the sellers registration card. If the seller is not the owner of record on the Georgia registration card, the seller should also give the buyer copies of bills of sale that form a chain back to the owner of record to show the boat was legally transferred by the owner of record to each subsequent owner if these bills of sale are available.
The previous owners registration card should be retained by the buyer until their registration card is receivedafter their registration card is received we suggest the previous owners registration card be destroyed.
Most Georgia registered boats have an eTitle in the state registration system. If a Georgia paper title for the vessel exists, it must be transferred and given to the buyer.

A vessel not exempt from titling must be titled at the same time it is registered. To issue a Florida Certificate of Title for a new or used vessel purchased in or outside of Florida, the owner of the vessel must bring the appropriate titling fee and the following documents into a tax collector or license plate agent office:
New vessel Manufacturers Certificate of Origin or its equivalent statement of builder, or if the vessel is purchased in a state that does not require an MCO, the proof of ownership is an executed dealers bill of sale. From a vessel title state: Buyer should obtain a detailed bill of sale from the seller and the original out of state title showing transfer to their name, and the original state registration card if available. All transfers of ownership must be on the title.
From a non-title state: Buyer should obtain a detailed bill of sale from the seller and the original state registration card. The seller should be the owner if record in that state, and if not bills of sale back to the owner of record must be submitted.

If your boat is 15m or more in length applications for new registration, transfer of ownership or change of boat details must be endorsed by Maritime Safety Queensland before the registration can be processed by Transport and Main Roads. Email your completed Queensland regulated ship registration application to for endorsement, or take the application to a transport and motoring customer service centre or, if you live in a rural area, a QGAP office, Magistrates Court or local police station that provides registration services.
Tax And Bill Of Sale Requirements
Boat and Motor Tax:
TPWD is required by law to collect tax for vessels/boats and outboard motors purchased in Texas or brought into Texas on or after January 1, 2000. The tax rate is 6.25% of the sales price. Tax is assessed at the time of registration/title transfer and is due within 45 working days from the date of sale or date brought to Texas. Applications filed later than 45 working days are subject to tax penalties and interest. A signed bill of sale or invoice is required for every transfer of ownership. Trailers are handled through your local County Tax office and the price of the trailer must be separated from the price of the vessel/boat and motor. One of the following is acceptable to meet the bill of sale or invoice requirement:
- Form PWD 143/144 application – sales price , date of sale, and trade-in information must be completed and signed by the seller.
- Handwritten Receipt or Sales Invoice – must contain date of sale, sales price , description of vessel/boat and/or outboard motor , purchasers name, and seller’s signature.
- Back of TPWD title completed with sales price, the name of the purchaser and signature of the owner listed on the front of the title or from their legally documented representative. .
New Resident Tax – $15.00. New Resident tax is assessed for owners who previously resided in another state who are bringing their previously titled or registered boat and/or outboard motor from that other state into Texas.
