Requirements For Boater Registration In California

Boat registration in California is completed through the California DMV, and can be completed online, by mail or in person. Additionally, it must be completed by the driver within 120 days of residing in California. New boat registration is required for all motorized vessels, sail-powered boats over 8 feet in length, and commercial vehicles weighing a minimum of five tons or measuring at least 30 feet in length.

Requirements include a boat registration fee, which must be paid when submitting a boat registration application. A bill of sale for the vessel must also be presented with the application to prove ownership. A registration number will be given to a boater once these documents are received and processed by the California DMV. Boaters must showcase their CF number on both sides or the front of their boat to show proof of registration.

What Is A Hull Identification Number

The Hull Identification Number is a 12 or 14 character serial number that uniquely identifies a boat. The HIN is analogous to a VIN on a car. All boats manufactured or imported on or after November 1, 1972, must bear a HIN, and this HIN must be identified during the boat registration process. Vessels manufactured or imported before 1972 are EXEMPT because they often do not have a HIN.

The HIN is found on a metal or plastic plate, typically on the transom of the boat, usually on the right starboard side of the transom within two inches of the top of transom, gunwale, or hull/deck joint, whichever is lowest. On vessels without transoms, or impractical to use transoms, the HIN is usually affixed to the starboard outboard side of hull, aft, within one foot of the stern and within two inches of the top of the hull side, gunwale or hull/deck joint, whichever is lowest. On catamarans and pontoon boats with replaceable hulls, the HIN is usually affixed to the aft crossbeam, within one foot of the starboard hull attachment.

How Fees Are Determined

Hull length and use determines boat registration fee. Trailer weight determines trailer registration fee. Florida requires all trailers to be registered. Boat trailers weighing 2,000 lbs. or more require a registration certificate and title. Homemade boat trailers require a certified weight slip. A portion of the registration fee helps the state protect its water resources and boating amenities. Florida Statute provides for reduced vessel registration fees for a recreational vessel that is equipped with an Emergency Position-Indicating Radio Beacon , or for a recreational vessel when the owner possesses a Personal Locator Beacon . To qualify for reduced registration fees, a recreational vessel owner must provide documentation that the vessel is equipped with an EPIRB, or documentation that the vessel owner owns a PLB.

Florida boat registration numbers are permanent. The numbers remain with the vessel as long as its operated or stored in Florida, even if the ownership changes.

Boater Safety Courses In California

California boat registration does not require boat owners to have a license to operate a vessel, but some boaters may be required to complete a boater safety course. Boat registration requirements do not include the need for a boater to take a boater safety course, but enrolling in a course can benefit boaters of all ages and experience levels. Vessel registration requires that any boaters that receive a moving violation enroll in a boater safety course.

Boaters that do not have any previous violations can also enroll in a boater safety course to learn how to safely operate a boat and prevent boating accidents within California waterways. A boater safety course can be taken online or in a classroom setting, and the class is approximately eight hours in length. Any necessary exams must be completed to pass the course and receive a completion certificate.

Vessel Titling And Registrations

How Do I Renew My Boat Registration In Michigan

All motorized vessels operating on Floridas public waterways must be titled and registered. Chapter 328, Florida Statutes, designates that FLHSMV is responsible for issuing vessel registrations and titles. Applications for titles and registrations must be filed at a county tax collector or license plate agent office. Owners have the option of registering their vessel for either one year or two years.

A purchaser of a new or used vessel has 30 days to title and register that vessel. During this 30 day period, the owner must have proof of the date of purchase aboard the vessel. Operating an unregistered vessel after 30 days is a second-degree misdemeanor.

Registering Or Purchasing An Inherited Boat

When a person dies, title to their property, including any vessels they owned, becomes vested in another person. A formal legal process guides this action. Legal documents may be available to show who gained ownership of a vessel from the estate, or who has legal authority, such as an Executor or Administrator of an estate, to dispose of a vessel.

To transfer registration, the Department of Natural Resources must have a legal document reflecting the change in ownership of the vessel. We have past instances where we learn ownership of a vessel is in dispute. For example, someone may have sold a deceased’s vessel to a third party and others in the family or spouse claim the seller had no ownership claim to legally sell the vessel. Therefore, the person that sold the boat was not the owner and the buyer is unable to legally transfer registration.
