Operator Of Uninspected Passenger Vehicles
Commonly called a 6-pack license, the Operator of Uninspected Passenger Vessels credential allows you to carry up to six passengers on uninspected vessels. Uninspected means the Coast Guard doesnt have to inspect your boat before you can operate, and the boats design and safety specifications arent as strict.
The Coast Guard issues 6-pack captains licenses for a specific range that reflects your sea service either Inland, Inland and Great Lakes or Near Coastal, which allows you to go up to 100 miles offshore. For a 6-pack license the requirements you need to achieve are 360 days of sea time, 90 of which must be in the range for which you apply. For example, the Near Coastal OUPV requires at least 90 days on near coastal or ocean waters.
How To Get Your Marine Licence
There are two ways to get a recreational boat licence in Victoria either with a course or by self study.
The marine licence course certificate expiry period of 12 months has been extended for certificates issued on or after 1 July 2020. These now expire on 31 December 2021, or a date 12 months after the certificate issue date, whichever is the later.
Saving Money And Getting Experience

Instead of taking a course, go ahead and get a job working for a licensed captain. The captain can teach you everything you need to know while paying you to learn.
On top of this, youll also get the hours of experience you need to get your license.
If you still feel you need extra help learning, you can always buy exam preparation software for as little as $100.00.

Do I have to study before the Boat Licencing Course?
It is not a requirement to study before the course. Sea School provides a comprehensive face to face, step by step, presentation for all their boat licence and PWC licence courses.
What boat and PWC licence books do you recommended reading?
NSW Maritime provides a Boating handbook to operate a vessel for recreational purposes on NSW waters which is a Learner’s guide which includes a list of study questions known as the ‘Boating Knowledge Quiz’. To learn about PWC / jet ski operations, we recommend the NSW Maritime Personal Watercraft Handbook.
Why do we need training before getting a Boat licence?
NSW Maritime requires applicants to complete three training steps in order to receive their boat licence:
- Safe boating course
- Boat & jet ski knowledge tests
- Practical boating
- Time spent on the water will develop skills, knowledge and confidence when operating a vessel and help prevent accidents on the waterways.
- Boating offers fun, excitement, relaxation and social activity away from our busy lifestyle. Its popularity means more people with more boats, which suggest more dangers, like collision and swamping.
- Most people want to find out how to respond in an emergency. They want to protect the family, friends and assets. They choose a registered training organisation to quickly learn the rules, how to drive the boat and dock, and achieve their licence without any fuss.

How To Renew Your Captains License
Once you receive your captains license, we highly recommend not letting it expire. Even if you dont plan on using it in the near future, its still a good idea to keep renewing it and you only have to do it every five years. If you let it expire and then decide that you want to start operating boats again, youll have to satisfy all of the Coast Guard requirements for getting a captains license from scratch.
Renewing your license is easy. You will need:
- 360 days of sea service within the last five years or a refresher course through a USCG-approved training school. These refresher courses can take as little as one day and cover Rules of the Road, Deck General and Deck Safety.
- A completed application form for renewal this is the same form you use to get your original license, so be sure to specify youre renewing yours
- DOT drug testing enrollment with proof of a test within the last six months
- A USCG mariner medical examination the same type as for your original license
- Payment of fees through the USCG website
If you do let your license expire, there is a one year grace period in which you can renew it without having to complete the full USCG exam again. Even if you decide to pursue another career, many people use their captains license after retirement. Its a great way to make some extra money and keep yourself busy on the water.
