Registration By Dealers Or Manufacturers
Dealers or manufacturers may apply for registration which can be transferred from one vessel to another. A copy of the business license and sales tax number must accompany the application for a dealer or manufacturer number. Such vessels are to be used for demonstration purposes only and more than one vessel may not be operated simultaneously with the same number. In addition, vessels being demonstrated must have the Certificate of Number on board and the registration number must be correctly displayed. However, such vessels may display the number by having it attached to removable signs which can be temporarily but firmly attached to the vessel. Both original and renewal dealer/manufacture registrations must come to the central office in Nashville and cant be renewed online.
Titling And Registering Boats Vessels And Outboard Motors
You have 60 days from the date of purchase to title your newly purchased boat, vessel, or outboard motor. If you do not title the boat, vessel, or outboard motor there is a title penalty of $10 on the 61st day after purchase. The penalty increases another $10 for every 30 days you are late with a maximum penalty of $30.
- An original paid personal property tax receipt or a statement of non-assessment from your county of residence for the previous year must be presented when registering or renewing a boat or vessel registration.
- All motorized boats or vessels and any sailboats longer than 12 feet must be titled and registered.
- Amphibious vehicles are considered boats or vessels.

Using A Pleasure Craft Licence
After you receive your Pleasure Craft Licence, you must use it as follows:
- Carry the Pleasure Craft Licence on board the vessel at all times.
- Display the number on both sides of your boat’s bow. The number must appear in block characters which are:
- at least 7.5 centimetres high
- in a colour that contrasts with the colour of the bow
There is a $250 fine if you are found operating a vessel without a licence.

Bill Of Sale For Boat
A Bill of Sale for a boat must have adequate information to positively link the BOS to the boat, similar to the example WRD BOS.
Owners of Georgia registered boats must notify the Department, in writing, of sale or transfer, theft or recovery, or destruction or abandonment of a boat within 15 days.
The following should be on the BOS:
- GA or Other State Registration Number
- HIN #
- Hull Material
- Sellers and Buyers Signature
It is a judgment call whether WRD believes the BOS received is adequate to link the vessel to the BOS in a reasonably sufficient manner, or whether other documents such as a transferred title, a manufacturers statement of origin, or other information supports the submitted BOS. A BOS does not have to be witnessed OR notarized, although this is acceptable.
If it is determined that a BOS is not available at all or is not adequate, the customer should obtain an adequate BOS. If a BOS cannot be obtained, the Affidavit of Vessel Ownership process may be completed.
License Numbers For Your Pleasure Craft
At a minimum, licensing is required for pleasure craft in Canada if your boat has an engine that over ten horsepower and is not used for commercial purposes. If you fall into this category, you will want to complete the paperwork needed so you can license your vessel. You will be assigned a license number that you must then place on your boat according to the regulations put out by Transport Canada. The numbers must be at least three inches and in block lettering. They also must be placed on the hull of the ship on both sides so that they are as far forward as possible and visible above the waterline.

Federal law requires a hull number on all vessels manufactured in 1973 or later. The hull number must be given on the application. If the vessel has a “CT” number , that number stays with the vessel and must be entered on the application.
If a vessel has a US documented number or a Foreign Documented number then that vessel is not eligible to obtain a CT Title. You will receive a CT vessel registration using your documented numbers.
Vessels eligible for titles are vessels with a model year of 2017 and newer, or vessels that were previously documented either US or Foreign. Documentation from the Coast Guard is required to show that the Vessel was and is no longer documented.

You do have the option of registering your vessel with Transport Canada if you wish. If your boat is for commercial purposes, registration is a must for you. In either situation, you must fill out the registration paperwork, provide supporting documentation, and the appropriate fees. United States Coast Guard Documented Vessel Certification And Registration
If you are a Missouri resident, you have 30 days from acquiring the documented vessel to apply for a Documented Vessel Certificate of Registration . If you do not apply within 30 days, you will incur a penalty of $10 on the 31st day, increasing another $10 for every 30 days you are late up to a maximum penalty of $30.
If you are a nonresident, you have 60 days from acquiring or bringing the documented vessel into Missouri to apply for a Documented Vessel Certificate of Registration, if the vessel is to be kept in Missouri over 60 consecutive days. If you do not apply, there is a penalty of $10 on the 61st day, increasing another $10 for every 30 days you are late up to a maximum penalty of $30.

How Do I Get A Hull Identification Number
- Boat owners should use every effort to determine if a boat has an existing HIN or resolve problems with a HIN for use in the registration process.
- A HIN is required for boats manufactured after November 1, 1972. If the HIN is unavailable and unknown, the boat owner must first contact the boat manufacturer to obtain a replacement HIN .
- If the HIN is known but the plate is missing or the HIN not inscribed on the boat, the boat owner is responsible for permanently affixing the HIN to the boat.
- If the HIN is an improper format, the applicant will be asked to electronically upload or send a picture or pencil tracing of the HIN to DNR for verification and further instruction.
- If the manufacturer is out of business or will not assist the boat owner, a DNR HIN Inspection is necessary. Any Tennessee resident born after January 1, 1989, must show the TWRA-issued wallet Boating Safety Education Certificate as proof of successful completion of the TWRA Boating Safety exam.
Out of State Boaters If you were born after January 1, 1989, TWRA will accept any NASBLA approved boating safety certificate.
Hull Number Correction Information
The U.S. Coast Guard has mandated that all registered vessels in the State of Tennessee provide a properly formatted Hull Identification Number to TWRA.
The Hull Identification Number is a 12 character serial number that uniquely identifies a boat and is formatted according to US Coast Guard standards. The HIN is similar to the VIN on a car. Vessels manufactured or imported before 1973 are EXEMPT because they often do not have a HIN. All boats manufactured or imported after 1972, must have a HIN, and this HIN must be identified during the boat registration process. HIN numbers are typically located:
- On sport and fishing boats, they can be found on the back right outside corner.
- On pontoons, they can be found on the right side of the frame above the pontoon, but below the deck.
- On personal watercraft, they can be found under the seat as well as on the lip of the footrest.
If you are unable to locate the HIN number in any of these locations, photos of these areas of the vessel will be required.
Customers with an invalid HIN may renew their boats but within the next three years, our system may decline these renewals and any new owner applications in order to comply with the Agencys Coast Guard deadline.
It is imperative to correct these numbers in the system before that deadline.

Al Boat Registration Procedure
After purchasing a vessel, you must register a:
- New boat within 72 hours of the purchase date.
- Used boat:

Keep the registration certificate on board your vessel, and put the current year decal on an easily noticeable spot of the bow.
NOTE: If you have a receipt showing you paid your sales and use tax, you may also register at the Marine Police Division office in Montgomery. If you’re a dealer, you must register at the Marine Police Division office.
Why Registration Is Important
Registration numbers provide identification for the return of stolen or found boats. Registration also helps locating persons involved in boating accidents, identifying vessels requesting assistance, and helps identify vessels violating the law. Registration fees are used to fund resource protection, educational programs, access areas and their maintenance, and fund safety patrols.
When a vessel is in use, the vessels registration card must be on board. Boaters stopped by Fish and Wildlife Natural Resources Police who do not have a valid registration card on board may be issued a ticket. It is the responsibility of the vessels operator to be sure the vessel is registered, has all required safety equipment, and that it is being operated in a safe manner.

Check Boat History Before You Buy
In the state of South Carolina, the law requires all motorized boats and watercraft, except exempted vessels, sailboats, and all outboard motors five horsepower and greater to be titled. By law we must have your completed application and other required documents, which vary by purchase or selling situation, to title and register your boat and/or motor.
If you are selling a boat and/or motor in South Carolina:
You must be the titled owner. If you are not listed as the owner of the title, you must complete the application process with SCDNR prior to the sale.
If you have purchased a boat or motor that has ever been titled and/or registered in South Carolina:

Boat Is Registered In Georgia
Seller should give the buyer a signed and detailed bill of sale and the Georgia boat registration card. The bill of sale must contain sufficient information to identify the boat, such as hull identification number, year, make, model, Georgia boat registration number, etc.
Buyer should obtain the detailed bill of sale and the sellers registration card. If the seller is not the owner of record on the Georgia registration card, the seller should also give the buyer copies of bills of sale that form a chain back to the owner of record to show the boat was legally transferred by the owner of record to each subsequent owner if these bills of sale are available.
The previous owners registration card should be retained by the buyer until their registration card is receivedafter their registration card is received we suggest the previous owners registration card be destroyed.
Most Georgia registered boats have an eTitle in the state registration system. If a Georgia paper title for the vessel exists, it must be transferred and given to the buyer.

Boats And Vessels Are Not Required To Be Titled Or Registered In The State Of Missouri If They Are:
- Owned by out-of-state residents and housed, stored, or operated in the state of Missouri for less than 60 consecutive days
