The classroom course is about eight to 10 hours in length.
Tressler estimated his group of 15 spent about 20 minutes on location before setting off in the pontoon ultimately departing earlier than their allotted slot.
The tourists did end up learning a few lessons out on the bay though.

Previous Violations In A Deadly Boating Incident
In August 2016, a 9-year-old New Jersey boy died in Ocean City, Maryland having slipped off the front of one of Barnes’ rented pontoons into the path of the boat’s propeller.
According to court documents, employees allowed 17 people to take to the bay in the 15-passenger pontoon the afternoon Kaden Fredrick died. He had been “bow riding” on the front of the craft. The incident sparked calls to specifically prohibit bow riding.
After the investigation, Barnes was among those charged.

Barnes and his company were charged with improper equipment on a rental vessel, failure to keep records, negligent operation of a vessel and two counts of failure to keep required equipment on a vessel.
The charges included a failure to keep enough suitable flotation devices for the number of people on board. According to court documents, the rented pontoon fell short by two.
Barnes was found guilty and fined in all charges except negligent operation of a vessel. He was allowed to continue running his rental company.
“So here we are another family comes along, trusting in this company, to do the right things and we don’t know,” Dorris said.

What It Takes To Rent A Boat
The rental company on Talbot Street had advised the party to show up early before their scheduled time to board the pontoon, according to Tressler.
“We thought there was going to be an extensive run-through, or a training, training video but none of that happened,” Tressler said.

No one in the party, which planned to go tubing from the boat that afternoon, maintained a boater’s safety certificate. Tressler, who has vacationed in Ocean City for nearly six years, said the group got a quick rundown on the basics of operating the pontoon. The group included four adults.
OC Watersports typically requires a boat rental release, a waiver of liability and an indemnity agreement, according to court documents in a case stemming from a 2016 fatal pontoon boat incident.
Rental companies are expected to provide a “rental vessels safety information sheet” to those looking to operate a rental boat, in addition to requiring certain signage, according to the Maryland Department of Natural Resources.
The company may then issue a 10-day boating safety certificate stating that the documents were read and understood by the renter.
For the companies signing the DNR’s contract each season, according to the 2017 court documents, the rental outfits agree to operate under certain guidelines.
