If you are operating a powerboat or personal watercraft on NJ waters, the answer is YES, you are required to possess proof of boating education. New Jersey State Police Marine Services Bureau regulations state that to operate a power vessel on the waters of this state, individuals need at least one of the following documents:
Boat Is Registered In Another State
From a vessel title state: Buyer should obtain a detailed bill of sale from the seller and the original out of state title showing transfer to their name, and the original state registration card if available. All transfers of ownership must be on the title.
From a non-title state: Buyer should obtain a detailed bill of sale from the seller and the original state registration card. The seller should be the owner if record in that state, and if not bills of sale back to the owner of record must be submitted.

Bill Of Sale For Boat
A Bill of Sale for a boat must have adequate information to positively link the BOS to the boat, similar to the example WRD BOS.
Owners of Georgia registered boats must notify the Department, in writing, of sale or transfer, theft or recovery, or destruction or abandonment of a boat within 15 days.
The following should be on the BOS:
- GA or Other State Registration Number
- HIN #
- Hull Material
- Sellers and Buyers Signature
It is a judgment call whether WRD believes the BOS received is adequate to link the vessel to the BOS in a reasonably sufficient manner, or whether other documents such as a transferred title, a manufacturers statement of origin, or other information supports the submitted BOS. A BOS does not have to be witnessed OR notarized, although this is acceptable.
If it is determined that a BOS is not available at all or is not adequate, the customer should obtain an adequate BOS. If a BOS cannot be obtained, the Affidavit of Vessel Ownership process may be completed.

New Jersey Boater License
New Jersey is one of the few U.S. states that issues an actual boater license in addition to boat safety certificates. The MVC issues a non-tidal NJ boating license to those who qualify to operate a boat on waterways where the tide does not change. Operating a motorized watercraft without the proper safety certificate license can result in a citation from the NJSP and fines up to $500.

Transferring Nj License Plates
NJ residents can transfer their existing NJ license plates to their new vehicle during registration. The registration and license plates must have the exact same information as the old vehicle. There is a $4.50 fee plus the prorated registration fee if there is a change in the weight class.
If the information on the registration changes, residents will be required to surrender their license plates and get new ones for their new vehicle. Any NJ license plates residents are not using must be given back to the New Jersey Motor Vehicle Commission.

How Do I Get A Hull Identification Number
- Boat owners should use every effort to determine if a boat has an existing HIN or resolve problems with a HIN for use in the registration process.
- A HIN is required for boats manufactured after November 1, 1972. If the HIN is unavailable and unknown, the boat owner must first contact the boat manufacturer to obtain a replacement HIN .
- If the HIN is known but the plate is missing or the HIN not inscribed on the boat, the boat owner is responsible for permanently affixing the HIN to the boat.
- If the HIN is an improper format, the applicant will be asked to electronically upload or send a picture or pencil tracing of the HIN to DNR for verification and further instruction.
- If the manufacturer is out of business or will not assist the boat owner, a DNR HIN Inspection is necessary. Titling A Vessel In New Jersey
BEFORE turning in a title application, residents of this state need to make sure their vessel has a valid hull identification number . If the boat is missing a HIN, head to a New Jersey Marine Services Bureau office location to have it inspected AND assigned a hull identification number, which residents will need to fill in on their title application.
Keep in mind, NJ residents have 10 business days from the purchase date to title their boat by providing the following items at your local MVC office:
- A completed Universal Title Application .
- If the vessel has a lien, residents need to provide the corporation code of the company providing the lien.
Any of the following notarized proof of ownership documents:

Boat Is Registered In Georgia
Seller should give the buyer a signed and detailed bill of sale and the Georgia boat registration card. The bill of sale must contain sufficient information to identify the boat, such as hull identification number, year, make, model, Georgia boat registration number, etc.
Buyer should obtain the detailed bill of sale and the sellers registration card. If the seller is not the owner of record on the Georgia registration card, the seller should also give the buyer copies of bills of sale that form a chain back to the owner of record to show the boat was legally transferred by the owner of record to each subsequent owner if these bills of sale are available.

Applying For Vessel Registration
Applications for vessel registration are to be filed with the county tax collector or license plate agent. When applying for registration, the owner must establish proof of ownership by submitting an executed bill of sale, a builders contract, a manufacturers statement of origin, a federal marine document or another document acceptable to the FLHSMV. If the vessel is required to be titled, the title must be issued prior to the issuance of the registration.

Vessels manufactured or imported before 1973 are EXEMPT because they often do not have a HIN. All boats manufactured or imported after 1972, must have a HIN, and this HIN must be identified during the boat registration process. HIN numbers are typically located:
- On sport and fishing boats, they can be found on the back right outside corner.
- On pontoons, they can be found on the right side of the frame above the pontoon, but below the deck.
- On personal watercraft, they can be found under the seat as well as on the lip of the footrest.
If you are unable to locate the HIN number in any of these locations, photos of these areas of the vessel will be required.
Customers with an invalid HIN may renew their boats but within the next three years, our system may decline these renewals and any new owner applications in order to comply with the Agencys Coast Guard deadline.
