A Bill of Sale for a boat must have adequate information to positively link the BOS to the boat, similar to the example WRD BOS.

Owners of Georgia registered boats must notify the Department, in writing, of sale or transfer, theft or recovery, or destruction or abandonment of a boat within 15 days.

• HIN #
• Hull Material

It is a judgment call whether WRD believes the BOS received is adequate to link the vessel to the BOS in a reasonably sufficient manner, or whether other documents such as a transferred title, a manufacturers statement of origin, or other information supports the submitted BOS. A BOS does not have to be witnessed OR notarized, although this is acceptable.

All vessels must be equipped with U.S. Coast Guardapproved life jackets, called personal flotation devices . The quantity and type depend on the length of your vessel and the number of people on board and/or being towed. Each PFD must be in good condition, be the proper size for the intended wearer, and very importantly, be readily accessible! Readily accessible means you must be able to put the PFD on in a reasonable amount of time in an emergency . PFDs should not be stowed in plastic bags or in locked or closed compartments, and they should not have other gear stowed on top of them. Vessel operators should ask everyone on their vessel to wear a PFD whenever on the water. PFDs can save lives, but only if they are worn!

PFD Requirements: All vessels, except sailboards and certain racing shells or rowing skulls, must have at least one wearable Type I, II, III, or V personal flotation device that is U.S. Coast Guardapproved and of the proper size for each person on board. If the watercraft already has Virginia registration numbers , in most instances those same numbers will be reassigned to the new owner. The Virginia registration number assigned to a watercraft should never be removed from the watercraft unless DGIF assigns new numbers to the vessel.

We have past instances where we learn ownership of a vessel is in dispute. For example, someone may have sold a deceaseds vessel to a third party and others in the family or spouse claim the seller had no ownership claim to legally sell the vessel. Therefore, the person that sold the boat was not the owner and the buyer is unable to legally transfer registration.

How To Apply For Registration Or Title

To title or register your vessel, fill out a Vessel Title Application but don’t sign it. Bring the application and the following information to your licensing agent:

• Model year and make
• Hull identification number, if any
• U.S. Coast Guard document number, if any.
• If vessel is documented by U.S. Coast Guard, a copy of documentation papers is required. Owners who appear on Certificate of Documentation must be present to sign vessel application.

Boaters must title and register their vessels within 60 days of moving to Washington. If you live in Washington and bought the boat in another state, you must title and register your vessel within 15 days of its purchase.
