The Motor Vehicle Commission issues motorboat and personal watercraft licenses for use on fresh, non-tidal waters or lakes, creeks or rivers not affected by tidal conditions. A boat license and New Jersey Boat Safety Certificate are required to operate a power vessel or personal watercraft – jet ski or wave runner – on non-tidal waters of New Jersey. A boat license is not required for non-powered vessels.
Step One: Complete a boating safety course For any power motorboat operation on tidal waters, you must successfully complete a boating safety course approved by the New Jersey State Police to receive a New Jersey Boating Safety Course Certificate. The Department of Inland Fisheries and Wildlife Office in Augusta is the central office for boat registrations and registration records. Many Maine municipal tax collectors or town clerks are Recreational Vehicle Agents for MDIFW.

Beginning in 2016, all resident and non-resident boaters will be required to pay a fee to fund programs aimed at combating aquatic invasive species.
Boaters who register their motorized watercraft in Nebraska will be required to pay $5 in addition to their three-year boater registration fee. Boaters who register their motorized watercraft in any other state will be required to obtain a $15 Aquatic Invasive Species Stamp each year that they boat in Nebraska. This stamp is available for purchase online. A temporary stamp may be purchased at some state parks and recreation areas.
Bill Of Sale For Boat
A Bill of Sale for a boat must have adequate information to positively link the BOS to the boat, similar to the example WRD BOS.
Owners of Georgia registered boats must notify the Department, in writing, of sale or transfer, theft or recovery, or destruction or abandonment of a boat within 15 days.
The following should be on the BOS:
- GA or Other State Registration Number
- HIN #
- Hull Material
- Sellers and Buyers Signature
It is a judgment call whether WRD believes the BOS received is adequate to link the vessel to the BOS in a reasonably sufficient manner, or whether other documents such as a transferred title, a manufacturers statement of origin, or other information supports the submitted BOS. A BOS does not have to be witnessed OR notarized, although this is acceptable.
If it is determined that a BOS is not available at all or is not adequate, the customer should obtain an adequate BOS. If a BOS cannot be obtained, the Affidavit of Vessel Ownership process may be completed.

How Do I Get A Hull Identification Number
- Boat owners should use every effort to determine if a boat has an existing HIN or resolve problems with a HIN for use in the registration process.
- A HIN is required for boats manufactured after November 1, 1972. If the HIN is unavailable and unknown, the boat owner must first contact the boat manufacturer to obtain a replacement HIN .
- If the HIN is known but the plate is missing or the HIN not inscribed on the boat, the boat owner is responsible for permanently affixing the HIN to the boat.
- If the HIN is an improper format, the applicant will be asked to electronically upload or send a picture or pencil tracing of the HIN to DNR for verification and further instruction.
- If the manufacturer is out of business or will not assist the boat owner, a DNR HIN Inspection is necessary. Jon Boat Registration And Usage Across State Lines
Do you need to register your boat in a state that you are only visiting? No. Although registration requirements differ from State to State, if your Jon boat is registered in one State that registration will be enough to allow you to use the boat in other States, albeit for limited periods usually from 60 90 days.
The following are requirements that exist across the USA and will be active in most US States:
- Registration. Registration requirements vary from State to State though a common theme is that motorized Jon boats require registration whereas non-motorized Jon boats do not require registration or titling. So if you have a trolling motor fitted to your Jon boat chances are you need to register the boat.
- Title. Most states do not require a Jon boat to be titled. Exceptions are noted under each State below.
As mentioned above, if your Jon boat is powered by a trolling motor then it will need to be registered in your state. This registration allows you operate your boat between states lines but usually only for a limited period. This is usually between 60 90 days.
